Human resource development for decommissioning of JAEA's facilities

A half of unclear facilities in Japan Atomic Energy Agency (JAEA) has been transferred to decommissioning phase because of achieving the expected goals for the research and development, aging of buildings and equipment, etc. JAEA must safely, efficiently, and rationally implement back-end measures related to decommissioning, from the dismantling of nuclear facilities to the processing and disposal of radioactive waste generated by dismantling. The decommissioning and radioactive waste management head office collaborates with each JAEA's site to plan and promote comprehensive back-end measures and promote near surface disposal of low-level radioactive waste generated from research, medical, and industrial facilities, and to work on research and development aimed at solving common issues related to back-end measures, human resource development, etc. Since decommissioning is a long-term project, it is important to secure specialized human resources for the future. This article presents a summary of human resource development for decommissioning.

"Fugen Decommissioning Engineering Center", in planning and carrying out our decommissioning technical development, organizes "Technical special committee on Fugen decommissioning" which consists of the members well-informed, aiming to make good use of Fugen as a place for technological development which is opened domestic and international, as the central place in research and development base of Fukui prefecture, and to utilize the outcome in our decommissioning to the technical development effectively. This report consists of presentation materials "The current status of Fugen decommissioning", "Future measures based on clearance decontamination results" and "Fugen decommissioning knowledge management", presented in the 38th Technical Special Committee on Fugen Decommissioning which was held on March 15 to March 26, 2021.

We had drastically been improving quality assurance system for Tokai Reprocessing Plant (TRP), through applying new regulatory requirements, giving up ISO certification from FY2012 to 2019. In revising QA system, it is obviously necessary to satisfy the regulatory requirements, but it is important to continuously improve the QA system considering effectiveness to safety performance based on earlier experiences. In this report, the background of QA system revision, interpretation and thinking way of conformation and application to new regulation and "Application Guide to Quality Assurance Code for Safety in Nuclear Power Plants (JEAC 4111)" to TRP, issues considered. And matters that require attention for future QA activities are described. Key points are "in work processes planning, relationship with other sections and responsibility boundaries should be clearly defined with such as flow chart", "to manage decision-making processes is important, including input information, judgment criteria and so on", "concerning process monitoring and measurement, not only focusing on scheduling but also viewpoints toward conditions of facilities/systems, conformance to regulatory requirements and process improvement are necessary", and "in documentation, matching for existing system, clear relation to other fundamental documents are necessary".

Decommissioning is a long-term project during which generations are expected to change. Therefore, it is necessary to appropriately transfer knowledge and technology to the next generation. In recent years, in the world of decommissioning, attempts have been made to apply advanced technologies such as utilization of knowledge management and virtual reality. This study describes adaptation in decommissioning from the viewpoint of utilizing IT technology called digital twin from the viewpoint of knowledge management.

Outline of the R&D plan for the fast reactor cycle system development in JAEA

In the "Strategic Roadmap" of Fast Reactor Development decided at the Inter-Ministerial Council for Nuclear Power in December 2018, the development works for the around next 10 years were identified, and the role of JAEA was presented. In response, JAEA has prepared a framework for R&D plans for about 5 years on the fast reactor technology and the fuel cycle technology (reprocessing, fuel manufacturing, fuel and material development). In the future, JAEA will promote independent R&D works based on these plans, and provide the obtained R&D results together with various testing functions of JAEA to the activities of the private sector, etc. Through these actions, JAEA will actively contribute to the future fast reactor development. This article outlines JAEA's policy and the R&D items (development of ARKADIA; Advanced Reactor Knowledge- and AI-Aided Design Integration Approach through the whole Plant Life Cycle, development of standards and standards system, development of safety improvement technology, research in the fuel cycle technology), the policy of international cooperation, the human resource development, and the future perspective were explained.

Implementation of decommissioning needs much plant information in period of Design, construction and operation. In addition, it is essential for efficient dismantling works to advance the technologies, data, lessons and learns, experiences and documents by getting through the decommissioning process. On the other hands, as workers who operated or maintained the plant are aging and retiring, their empirical knowledge has been lost. For the purpose of safety and reasonability of further decommissioning activities, Knowledge Management System (KMS) has been producing in FUGEN which is now under decommissioning. KMS is an initiative of human resources development and to pass on expertise and knowledge to the younger generations. The system based on the prototype of FUGEN aims a high versatility system available for further decommissioning facilities.

In 2015, Enforcement Management System (EMS) was established to enforce the project management systematically. The project management based on EMS was started in 2015. This report summarized the state of management activities in FY 2015.

The Ningyo-toge Environmental Engineering Center of the Japan Atomic Energy Agency had managed the decommissioning project based on the Quality Management System and the Environmental Management System, but found that these systems were unsuitable for project management from several viewpoints. In order to solve these problems, the Task Team for Enforcement Backend Project temporarily managed the decommissioning project in 2013. To enforce the project management systematically, the Research and Development Promotion Section was organized newly in the Environmental Research and Development Department in April 2014, and started the project management. On the other hand, to establish the primary and secondary documents related to the new system, until April 2015 the section has been developing the Enforcement Management System (EMS) to separate from the Quality Management System or the Environmental Management System. This report summarizes the state of these activities in the FY 2014.

Managing the Fukushima challenge

The Fukushima Daiichi accident raises a fundamental question: Can science and technology prevent the inevitability of serious accidents, especially those with low probabilities and high consequences? This question reminds us of a longstanding challenge with the trans-sciences, originally addressed by Alvin Weinberg well before the Three Mile Island and Chernobyl accidents. This paper, revisiting Weinberg's issue, aims at gaining insights from the accident with a special emphasis on the socio-technical or human behavioral aspects lying behind the accident's causes. In particular, an innovative method for managing the challenge is explored referring to behavioral science approaches for a decision-making process on risk management; such as managing human behavioral risks with information asymmetry, seeking a rational consensus with communicative action, and pursuing procedural rationality through interactions with the outer environment. In short, this paper describes the emerging needs for Japan to transform its national safety management institutions so that these might be based on interactive communication with parties inside and outside Japan.
